General states, Confindustria con Bonomi attacks the government. The farewell of Colao and the criticisms of the CGIL

The second day of the General States broadens the gap between government and entrepreneurs. The president of Confindustria, Carlo Bonomi, renews his criticisms: he speaks of a “period of announcement policy”, of a country “blocked by bureaucracy and the inability to decide”, until the final hit: “I would have expected from the government a detailed plan. He did not do it, we will do it ».

The executive, however, is also chased by the left, with the secretary of the CGIL Maurizio Landini, who says he has “asked for the extension until the end of the year of the blockade of layoffs” which currently expires in August. On the same day, the Council of Ministers approved the decree law which allows the four weeks of layoffs scheduled for September to be used immediately. Inside there is also the measure that irritated Confindustria, anticipated on these pages. In the event of time delays in submitting applications, the fund will be borne by the companies. A choice that critics have renamed “save Tridico” because it helps the President of INPS, attacked for late payments. Just yesterday, INPS announced that 123,542 people are still waiting to be paid. Important numbers but lower than those who had pushed the opposition to ask for his resignation. The mechanism included in the decree also has a technical explanation: only in this way will it be possible to quickly know how many resources are really burning the case. The fact remains that for the future the government is thinking of a “faster” system, removing the competence from INPS and creating an agency for passive labor policies.

Yesterday was also the day of farewell for Vittorio Colao, the first to speak at Villa Pamphilj. Not all ministers were present. And perhaps this is already a sign of a relationship that has never taken off, a touch of coldness, just as the manager’s intervention was quite cold, 40 minutes in which he listed the task force’s proposals. Now that it’s all over, Colao still thinks he is suggesting to the government “the adoption of a Commissioner who monitors the plan that will be chosen, who controls times, schedules and expenses”. In short, the manager believes that an economic revival plan, whether or not it adopts its suggestions, needs a single, top-notch direction, which should not be left to the normal, and often dysfunctional, coordination between offices and ministries. A sort of control room with a boss, something that certainly made the politicians present turn up their noses.

Nor does it seem casual that in the communication direction of Palazzo Chigi filter Conte’s thanks but not a word of Colao’s intervention. Yet something comes from the reconstructions of those present, including Colao’s optimism, convinced that “it is within reach of the country to recover the GDP of 2019 in a two-year period”, a possible undertaking as long as an operational plan is actually set, because “mine is not certain, if only because when we worked we still had no precise news of the European measures”. And if Colao’s plan is not a true one, the same can be said of that of the government, which has no dates, coverages, times, essentially indicating only macro areas in which to invest or act. In the end it is not said that the two planes cannot find points of convergence. Colao’s is also accused of copying some passages from a book on the university, also signed by one of the members of the commission. The head of government himself does not spend many words but defines the manager’s document as “wide-ranging, an important contribution to the comparison of these days for the preparation of the government plan”.
